The econometric model will contain: substantiation of methods of settlements; forecasting of economic variables of development of the knowledge-based capital as regards human resourcing; analysis of the structure of research staff, given its qualitative and quantitative parameters, in view of titles; calculation of an aggregate predictive need for research staff (in number required) for higher educational institutions and for the Ministry of Education and Science as a whole; calculation of a predictive need for governmental orders for some specialities and educational levels such as Masters and post-graduate students for PhD and ScD degrees. The R&D work implies a positive development of the governmental policy in the process of human resourcing of the field of education and science (training of students for a Master’s degree and post-graduate students for a PhD and ScD degree), with implementation in practice in the form of development of an econometric model for determination of the extent and an optimum purpose of governmental funds on the basis of an analysis, planning, and forecasting of the structure of a knowledge-based capital of a higher educational institution.
There are no analogs of the R&D work in the world and national science as regards application of mathematical modelling of any processes of forecasting a number of research staff on the basis of evolutionary economics.
